Our History

Founded by Bob Gregory, Texas Disposal Systems began in 1977 with one truck, one account and plenty of determination. With a deep commitment to customer satisfaction and environmental responsibility, he began to turn the independently-owned business into an award-winning and household name.

Four decades later, and still under the direction of Bob Gregory, TDS is now one of the largest independently-owned resource management companies in the country. With more than 1,000 employees, TDS has offices in Austin, San Antonio, Georgetown, San Angelo, Alpine, Weimar and Sealy.

TDS also operates the TDS Landfill, the Materials Recovery Facility, several recycling facilities, five transfer stations and several large-scale composting operations. Additionally, TDS owns several other business entities, including Texas Organic Products and Garden-Ville.

As part of our mission to serve the community, TDS also focuses on helping qualified non-profit organizations in fundraising, education and recognition programs. Through these ventures, TDS has helped raise approximately $25 million for non-profit organizations.

Bob Gregory

Owner, President and CEO

Bob Gregory serves as president, CEO and 80% owner of Texas Disposal Systems, Inc., Texas Disposal Systems Landfill, Inc., Texas Landfill Management, LLC, Texas Organic Products and Garden-Ville. Through innovative ideas in landfill management, customer service, and environmentally safe practices, TDS is now the largest independently owned solid waste collection, recycling/composting and disposal company in Central Texas, and one of the largest in the nation. Bob also owns Txalloy, Inc., d.b.a. Acme Iron and Metal Co., a full-service scrap metal processing facility in San Angelo, Texas.

Bob graduated from Central High School in San Angelo, Texas and holds a bachelor’s degree in business from The University of Texas at Austin. He served as a member of the state’s Municipal Solid Waste Management and Resource Recovery Advisory Council from 1989 to 2007 and as its president for the last seven years. He also served as chairman of the Texas Chapter of the National Solid Wastes Management Association (NSWMA) from 1991 to 2003 and served on the board of directors of the Capital Area Council of the Boy Scouts of America. In 2008, Bob was appointed by Governor Rick Perry to the Texas (and Vermont) Low Level Radioactive Waste Disposal Compact Commission and served until September 2011.

The NSWMA honored Bob as Member of the Year in 2000. He received a Certificate of Appreciation from the Texas Water Commission (TWC) in recognition for his contribution to protect human health and the environment and his efforts towards developing municipal solid waste landfill regulations for the TWC in 1993. He served as chairman of the two statewide committees that oversaw the development of federally mandated landfill management regulations.

In 2010, Bob was inducted into the Environmental Industries Association (EIA) Hall of Fame. The Capital Area Council of the Boy Scouts of America honored him with the Distinguished Citizen of the Year award. He is a Boy Scout Silver Beaver. Bob has lived in Austin since 1971 and is married to his junior high school sweetheart, Kay Rogers Gregory. They have four children and seven grandchildren.

Matt Hutchings

Executive Vice President and Chief Operating Officer

Matt Hutchings serves as Executive Vice President and Chief Operating Officer at several affiliated companies, including Texas Disposal Systems, Inc., Texas Disposal Systems Landfill, Inc., Texas Landfill Management, LLC, TDS Environmental Services, LLC, Okapi Environmental Services, LLC, Okapi Leasing, LLC, Txalloy, Inc., BGICO, LLC, and Creedmoor Pipeline, LLC.

Matt brings a successful 40+ year career in sports, media and technology organizations. He has been involved in multiple business start-ups and operations, both domestically and internationally, with a proven track record in building these businesses through operational integration and efficiencies and P&L management, all while delivering customer satisfaction, profitability, and growth. His last 21 years were spent in Denver, with Kroenke Sports & Entertainment, LLC (KSE) where he served as Chief Operating Officer and Executive Vice President, and as the President and Chief Executive Officer of KSE Media Ventures. Matt represented KSE as Governor for several boards, including, London based Arsenal Broadband, the NBA, NHL, MLS, NLL, where he served two terms as Chairman. In 2016, he was recognized as Executive of the Year, for the NLL. Matt has also been board Chairman and member in numerous non-profits and youth sports organizations.

Originally from Texas, he married his high school sweetheart, Shari, and together they successfully raised four wonderful children.

Matt graduated from Texas A&M University with two Bachelor of Arts degrees, and attended University of Houston, for graduate school.

Tom Mistler

Executive Vice President and Chief Financial Officer

Tom Mistler serves as Executive Vice President and Chief Financial Officer.

Tom has more than 30 years of experience in a variety of industries, including construction, high tech, start-up, Big Four accounting, and manufacturing environments. A native of Kentucky, Tom received his bachelor’s degree in accounting from the University of Kentucky and his MBA from Xavier University in Cincinnati, Ohio. He is a Certified Public Accountant and also serves on the Board of Directors for the Boys & Girls Clubs of the Austin Area.

Gary Newton

J.D., General Counsel

Gary Newton has served as general counsel for Texas Disposal Systems, Inc. since 1996. In this position, he represents TDS and its related entities on general legal issues with a special emphasis on legislative and regulatory affairs.

Prior to TDS, Gary was in private practice with Texas-based law firm Jenkens & Gilchrist, P.C. He has extensive experience in advising clients in areas of environmental, legislative and regulatory law. He also worked on legislative affairs regarding solid waste and environmental issues for the Texas House of Representatives’ Environmental Affairs Committee from 1985 to 1992.

Gary received a B.B.A. in accounting with honors from Southwest Texas State University and a law degree from the University of Houston. He is a member of both the State of Texas and American Bar Associations. Gary is also an associate member of the Texas Legislative Sportsman’s Caucus, which promotes outdoor activities such as hunting and fishing. He actively participates in the National Solid Wastes Management Association (NSWMA) programs.

Randy Meier

Senior Vice President of Operations and Maintenance

As Director of Finance for our companies, Randy is responsible for financial planning and analysis, budgeting and forecasting, contract negotiations and analysis, business information systems, pricing, acquisitions and procurement functions.

Prior to TDS, Randy served as Senior Business Manager–Nuclear Operations for AECOM (formerly URS Energy & Construction). In this role, Randy spearheaded business functions for the nuclear operations division including accounting, internal control, cash management, budgeting and forecasting, MD&A analysis, revenue recognition, financial reporting, pricing and proposals on large multi-year services and projects. He has also served as Controller at several companies.

Randy earned his Bachelor of Science-Accounting from California State University and his MBA from the University of Phoenix.

Adam Gregory

Vice President of Business Development

Adam Gregory is the Vice President and Officer at several affiliated companies, including Texas Disposal Systems, Inc., Texas Disposal Systems Landfill, Inc., Texas Landfill Management, LLC, TDS Environmental Services, LLC, Okapi Environmental Services, LLC, Okapi Leasing, LLC, Txalloy, Inc., BGICO, LLC, and Creedmoor Pipeline, LLC. With a career spanning all facets of modern solid waste management, Adam has experience in collection, recycling, composting, and landfill operations.

Adam began his career with humble beginnings, picking up litter as a child, and has since advanced to oversee executive management, process optimization, new facility design, and research and development. His role also includes managing municipal and commercial customer relationships, contract negotiations, permitting, governmental relations, and public policy development.

In addition to his professional duties, Adam serves on the Capitol Area Council of Governments Solid Waste Advisory Committee and actively contributes to the development of local and regional solid waste management plans, ordinances, and policies. He is also a licensed Class A Municipal Solid Waste Operator with the Texas Commission on Environmental Quality.

Rick Fraumann

Vice President of Sales and Growth

As Vice President of Sales and Growth, Rick Fraumann sees his primary role to profitably grow the company. Rick brings a wealth of experience to the Texas Disposal sales teams with over 35 years in the environmental industry leading sales teams in multiple market segments.

He is skilled in leading top producing sales teams for hauling, landfill, recycling processing, compost, municipal, government, and event sales. He focuses on developing leaders within the TDS organization to drive continuous improvement and develop his team’s potential.

Rick has led innovative sustainability efforts for Fortune 100 companies, large school districts, college and professional stadiums, premier events, and communities. Creating new approaches and processes he drives innovation to drive lasting cultural change. Rick designed, developed, and over saw the launch of several signature programs at TDS which impact:

  • Over 300 K-12 campuses with more than 200,000 students empowering them with envrionmental curriculum and integrated recycling activities in both their classrooms and cafeterias.
  • Large scale events which enable events to become greener through increased education and utilization of assets to drive attendee’s diversion results.
  • Enhanced sustainability processes in professional, collegiate, and minor league stadiums.
  • Austin FC Q2 Stadium — the first TRUE certified zero waste soccer specific stadium in the world.

Rick is a certified TRUE Advisor and an Executive Producer of Corporate Sustainability Insights, a video series educating sustainability professionals with strategies to advance their sustainability efforts.

Rick is a native of Ashland, Kentucky, grew up in Marietta, Georgia and attended Asbury College in Wilmore, Kentucky.

Brandon Smitheal

Vice President of Operations - Satellite Services

As Vice President of Operations – Satellite Services, Brandon Smitheal oversees all of TDS’ non-Austin based operations, including transfer stations, remote locations and systems throughout the state.

Brandon has been with TDS since 2002, serving in a wide variety of roles, including dispatching, groundskeeping and customer care roles, as well as managerial roles such as Roll-Off Manager, Transfer Manager, Dispatch Manager and Business Support Manager.

Originally from Austin, Texas, Brandon graduated with a Bachelor of Arts from the University of Texas.

Mike Chandler

Vice President of Maintenance and Purchasing

Mike Chandler is the Vice President of Maintenance and Purchasing at Texas Disposal Systems, bringing more than 26 years of extensive experience in manufacturing, operations management, and business development. His career has spanned various industries, including electronics, cable assembly, and manufacturing, where he has consistently demonstrated his expertise in optimizing operations and building strong customer and supplier relationships.

Mike has a proven track record in leading teams through operational improvements, cost reductions, and process enhancements, all while driving profitability and customer satisfaction. Throughout his career, Mike has successfully managed both small startups and high-volume manufacturing operations, where he applied his deep knowledge of supply chain management, inventory systems, and procurement strategies to achieve seamless production flows and reduced material costs. He has led diverse teams, managed large budgets, and developed key supplier partnerships, all contributing to the long-term success of the companies he’s worked with. His strategic approach to business development and his ability to implement continuous process improvements have allowed him to deliver results across multiple sectors.

Before joining Texas Disposal Systems, Mike held senior leadership positions at several large electronics contract manufacturers that provided goods and services to customers such as Apple, Dell, and Applied Materials, where he was responsible for overseeing operations, quality control, and customer service. Mike’s expertise extends to the development of ISO systems and the negotiation of supply chain contracts to enhance operational efficiency. With a strong foundation in customer account management, Mike remains focused on creating value for his teams and clients. Outside of work, Mike enjoys hobbies like woodworking, fishing, hunting, and scuba diving, and he is a United States Coast Guard licensed Captain of vessels up to 50 gross tons. His combination of leadership, technical expertise, and passion for customer service continues to drive his success in the industry.

Janice Brewster Martinez

Director of Human Resources

Janice Brewster Martinez serves as our Director of Human Resources. She manages the hiring functions, employee relations and employee benefits for the company.

A human resource professional certified by the Society of Human Resource Management, the Human Resource Certification Institute, and the Dispute Resolution Center, Janice possesses more than 25 years of professional HR experience, with a specialization in employee relations, mediation, compensation and benefits.

Prior to joining TDS, Janice worked extensively with a non-profit association, as well as with a local governmental agency. In those roles she was active in supporting business and community partnerships, including United Way, Blue Santa, Adopt-a-Family, Partners in Education, Feast of Sharing and Dell Children’s Hospital Cooking Team.

Janice holds a Bachelor of Science and Bachelor of Arts in Natural Sciences from the University of Texas at Austin.

Julio Castillero

Director of Operations - Residential Systems

As Director of Operations – Residential Systems, Julio is responsible for directing, planning, and coordinating TDS’ residential collection systems throughout the state of Texas.

Julio has been a part of TDS for two decades, first starting as a residential driver in 1998. In his tenure, he has worked up the ranks as a Lead Driver, Assistant Residential Manager, and Systems Manager before his promotion to Director. Prior to working at TDS, Julio served as a route auditor and driver for Waste Management.

Julio is a graduate of East Texas Baptist University with a degree in Business Administration. Originally from Mount Pleasant, Julio has been married for 20 years and has two wonderful children.

Ken Frank

Director of Finance and Controller

Delivering transparent data through well designed process, organization, and standardization, Kenneth Franke is a versatile professional with achievements in accounting and finance operations. Kenneth enables effective leadership decision-making by creating structured, time-saving processes. He possess solid analytical skills, driving operational efficiencies in fast-paced environments and has influential and mentoring qualities with a record of successful individual and team process improvement actions.

Eric Krauss

Director of Operations - Commercial Services

As Director of Operations – Commercial Systems, Eric is responsible for the directing, planning and coordinating of TDS’ commercial collection systems throughout the state of Texas.

Eric has been with TDS since 2007, with previous positions including senior route analyst, data management manager and commercial system manager. Prior to joining TDS, Eric served as Operations Manager for the Austin American-Statesman.

Born and raised in Austin, Eric is a graduate of Texas State University, with a bachelor of science in urban planning.

Sarah Hammack

Director of Operations - Logistics

Sarah Hammack serves as the Director of Operations – Logistics for TDS, directing logistics and dispatching activities for all TDS locations across the state.

Sarah has over ten years of experience managing customer service and billing offices in both private and governmental entities. She has always had a strong desire to work for companies whose focus was one of environmental stewardship and community leadership, which is what drew her to Texas Disposal Systems. Previous to this position, Sarah led TDS departments that interact with customers on a daily basis, including Customer Care, Billing, Accounts Receivables, Credit and Collections, as well as Account Processing teams.

Sarah completed her B.S. in Biology at Sul Ross University.

Spencer Williams

Director of Information Technologies

As Director of Information Technologies for TDS and its companies, Spencer is responsible for all systems and technology across Texas Disposal Systems’ varied lines of business.

Prior to joining TDS, Spencer served as the senior manager of IT infrastructure at Forestar Group, Inc. There, he led the design and implementation of all infrastructure when Forestar was spun off from its parent company, Temple-Inland.

Spencer also held a variety of technical positions at Rush Enterprises, Inc., including the role as Chief IT Architect.

Spencer received his bachelor’s degree in computer science from Baylor University.

Eric Hise

Director of Operational Analysis

Eric Hise is the Director of Operational Analysis at TDS, where he leverages his expertise in data analysis and process optimization to drive operational excellence. With a strong track record of identifying inefficiencies and implementing strategic improvements, Eric collaborates with cross-functional teams to streamline processes, enhance efficiency, and deliver actionable, data-driven insights to management. His work plays a crucial role in optimizing overall business operations.

Eric’s tenure at TDS began in 2004 as a Pricing & Operational Analyst. Over the years, he advanced through roles such as Senior Pricing & Operational Analyst and Pricing Manager, honing his skills in pricing strategy and operational analysis. In 2022, Eric transitioned to a Pricing Director at a SaaS company, where he further refined his leadership and strategic capabilities. After a successful stint in the SaaS industry, Eric returned to TDS in 2025 to assume his current role as Director of Operational Analysis.

Born and raised in Austin, Texas, Eric earned a BBA in Marketing & Management from Abilene Christian University. His diverse experience in both pricing and operations, combined with his passion for optimizing business performance, makes him a valuable asset to any team.

Jennifer Dudley

Director of Marketing & Communications

Jennifer Dudley serves as the Director of Marketing and Communications for Texas Disposal Systems. Jenn has been recognized for spearheading transformative marketing campaigns and initiatives that have significantly enhanced brand presence and fostered partnership growth. Her proficiency in developing and executing comprehensive digital marketing strategies has been instrumental in engaging audiences and achieving business objectives. With over 14 years in the marketing field and a Master’s degree in Business Administration from Texas State University, her expertise encompasses a wide array of disciplines, including strategic planning, brand management, content creation, and public relations. Jenn’s passion for sustainability and innovation drives her to create impactful campaigns that not only resonate with audiences but also align with the core values of Texas Disposal Systems.

Brad Hoff

Director of Operations - Georgetown

Brad Hoff joins our team as Director of Operations, bringing over three decades of progressive leadership experience in transportation, logistics, and operations management. His career spans key roles at industry giants including Pitney Bowes, Newgistics, DHL, Amazon, and Airborne Express, where he consistently delivered transformative results. Brad has successfully led large-scale teams across the U.S., reduced transportation costs by millions through strategic consolidation, improved fleet safety compliance, and implemented innovative revenue-generating logistics solutions. His approach combines data-driven decision-making with a passion for operational excellence.

Beyond his professional achievements, Brad is known for his deep commitment to people and community. He has developed and mentored hundreds of team members, fostering a culture of accountability, safety, and continuous improvement. His ability to optimize complex networks while nurturing strong relationships with internal teams and external partners makes him a valuable asset as we scale and evolve our operations in the waste management industry.

Originally from Ohio, Brad has lived and led operations in several states including Texas, Virginia, and Kentucky, and now proudly calls Austin home.
